DoD Extends Comment Period for Controversial Proposed Rule on IR&D Costs

The Department of Defense has extended the comment period on a proposed rule that would amend the DFARS to ensure that substantial future independent research and development expenses, as a means to reduce evaluated bid prices in competitive source selections, are evaluated in a uniform way during competitive source selections.
