In a pair of opinions, the Court of Federal Claims held that a contractor that qualifies as a service-disabled veteran-owed small business for procurements by the Department of Veterans Affairs does not qualify as an SDVOSB for Small Business Administration program as a result of differing definitions of “unconditional ownership” applied by VA and SBA.
