Protest challenging the agency’s evaluation of offerors’ technical proposals is denied, where it was reasonable for three different evaluation teams to reach slightly different conclusions about the protester’s proposals and where the agency did not rely on the adjectival ratings to make the source selection decision, but considered the underlying merits of the proposals.
