DFARS Final Rule – Noncommercial Computer Software

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) that requires that DoD, as part of any negotiation for noncommercial software, consider all noncommercial computer software and related materials necessary to meet the needs of the agency throughout the life cycle of the software.
