Protest challenging post-corrective action changes to the protester’s technical proposal ratings is denied, where it is implicit that a reevaluation could result in different findings and conclusions, and where the protester did not allege or demonstrate the evaluation was flawed, but merely challenged the adjectival ratings; and protest challenging the agency cost evaluation is denied, where the solicitation expressly provided that an offeror’s indirect overhead and G&A ceiling rates would be used for the cost realism analysis, and where the protester was not prejudiced by the agency’s failure to consider the awardee’s lack of a ceiling rate for indirect overhead costs, because the awardee would have retained its price advantage under other reasonable evaluation scenarios.
