Appeal of the contracting officer’s denial of claims for additional costs due to unexpected work and schedule delays is denied, where the appellant caused some of the delay by failing to find a subcontractor to perform certain work, where the appellant was required to request clarification of conflicting directions in the contract specifications before proceeding with the work, and where the contract cautioned offerors about variations in measurements and therefore the appellant could not claim for additional costs required to accommodate the variances.
