Protest challenging the evaluation of the awardee’s past performance is denied, where the solicitation did not assign any dollar value to the magnitude of a contract reference for it to be considered very relevant and where allegedly negative information about the awardee’s prior performance on a contract with a private entity was not available to the agency and therefore could not be considered closed at hand.
