On March 17, 2026, the House Committee on Foreign Affairs held a hearing on waste, fraud, and abuse in foreign assistance. The committer heard testimony from Adam Kaplan, from the Office of Inspector General for USAID; Latesha Love-Grayer, the Director of International Affairs and Trade at the Government Accountability Office; and Joseph Windrem, the Former Director for Lessons Learned at the Office of the Special Investigator for Afghanistan Reconstruction.
