Protest challenging the agency’s cost realism analysis is denied, where the agency used effective cost realism analysis tools and was not required to compare the awardee’s costs to the independent government cost estimate; and protest challenging the best value tradeoff decision is denied, where a minor weakness unreasonably assessed against protester’s proposal did not prejudice protester, because the protester’s and awardee’s proposals were otherwise technically equivalent and awardee offered a significantly lower price.
