COFC Overturns Agency’s Decision to Override CICA Stay; COFC No. 18-465C, Intelligent Waves LLC

The government’s decision to override a statutory stay of performance of a protested contract is overruled, where the government failed to explain why a bridge contract would not meet its needs, failed to take appropriate measures to avoid a lapse in services, and failed to demonstrate that harm would arise from a stay in performance of the new task order.
