Appeal of a COFC decision finding that the Small Business Administration reasonably applied its standard for unconditional ownership of a service-disabled veteran-owned small business is dismissed as moot, where the contract under dispute was terminated and therefore the competition could not be reopened, and where SBA promulgated new rules altering its standard for unconditional ownership, and there was no need for the court to determine whether SBA’s determination under the old standard was reasonable.
