Carter Healthcare of Oklahoma and executives Stanley and Bradley Carter—who also made headlines for a $7-million settlement of allegations they billed for medically unnecessary and miscoded home therapy—have agreed to also pay nearly $23 million to resolve allegations that they paid kickbacks to physicians.
