Boudreau and Reeder: Can Corporate Tools Fix a Broken Government Culture?
Rob Boudreau, a prosecutor in the Department of Justice, and Matt Reeder, a civil litigator in the Navy, look at new tools to foster better fiscal stewardship in the military. In particular, they note that whistleblower reward programs and universal compliance standards seem to be proving effective in civilian organizations.
They suggest consideration of ISO 37001 (anti-bribery management systems) certification in assessing contractors’ qualifications and selecting from among bids.
They further suggest that the Inspectors General of the various military departments could administer whistleblower programs, rewarding qualifying whistleblowers in amounts sufficient to incentivize participation without wasting taxpayer money or serving as golden parachutes out of the service.
