Request for a temporary restraining order preventing the agency from continuing with work under a bridge contract pending the outcome of a GAO bid protest is denied, where the award of the short-term task order did not constitute an unlawful override of the required CICA stay of performance and where the agency was not obligated to award the bridge task order to the incumbent.
