As Expected, Outlook for FY25 Development Funds Remains Uncertain – USGLC
The US Global Leadership Conference (USGLC) provides the latest scorecard on Congress’ negotiation of the FY25 international affairs budget. While there is bipartisan support for development and diplomacy, Congress must agree upon spending levels in the context of global instability, domestic political and economic pressures, and the added stress of an election year and short legislative calendar. At this point, there is no agreement on topline spending levels. A Continuing Resolution is likely, but it’s not clear how long the resolution will last.
