Agency’s Market Research Demonstrated FSS Program Would Provide Sufficient Competition; GAO B-413833, Phoenix Environmental Design Inc.

Protest that the agency improperly issued an out-of-scope, sole-source award under a previously awarded Federal Supply Schedule contract is denied, where the agency conducted market research and determined that sufficient competition would be achieved by using the FSS program, and where all of the products purchased by the agency were listed on the vendor’s schedule contract, despite the protester’s assertion to the contrary.
