Agency’s Award of Intergovernmental Support Agreement Subject to GAO Jurisdiction; GAO B-414367, Red River Waste Solutions Inc.

Request to dismiss a protest as not within GAO’s jurisdiction is denied, where the agency’s award of an intergovernmental support agreement constitutes the award of a procurement contract that is subject to GAO’s bid protest jurisdiction; and protest challenging an IGSA awardee’s qualifications to receive the award is dismissed, because it was filed more than 10 days after the protester was aware of its grounds for protest; and protest alleging the awardee would not comply with the IGSA’s requirements for competition is dismissed, where this is a matter of contract administration that does not fall within GAO’s bid protest authority.
