Protest challenging the agency’s evaluation of proposals is denied, where the agency’s conclusion that the protester failed to fully describe how it would satisfy certain requirements was not inconsistent with its recognition that the protester adequately detailed its methodologies for other tasks; and where the agency reasonably concluded that the strengths in the awardee’s proposal outweighed the impact of its weaknesses and risks, which were relatively minor and could be mitigated.
