Agency Properly Disregarded PPQ Completed by Protester’s Sister Company; GAO B-413914.3, PacArctic LLC

Protest challenging the agency’s past performance evaluation is denied, where the agency reasonably disregarded a past performance questionnaire completed by the protester’s sister company, which also was a proposed subcontractor, and where the agency reasonably concluded one of the protester’s reference projects was not relevant, in part due to information provided by the contract’s COR which contradicted the proposal; and protest challenging the agency price evaluation is denied, where the solicitation contained a patent ambiguity as to whether the agency could calculate the total evaluated price based on the demonstration task order pricing alone or on the DTO and IDIQ pricing combined, which should have been challenged prior to the submission of proposals, and where the protester altered the estimate labor hours for one labor category, despite instructions in the solicitation to use the government estimate.
