Protest challenging agency’s technical evaluation is denied, where the protester failed to submit a well-written proposal that adequately described its approach to meeting the requirement; and protest challenging the agency’s past performance evaluation is denied, where the protester did not submit past performance questionnaires for each of its experience projects, as required, and the agency was not required to seek out additional references in the Contractors Performance Assessments Reporting System.
