Protest of request for lease proposals’ price provisions is denied, where the agency’s use of a fixed tenant improvement allowance fostered competition while allowing the agency to reasonably evaluate the relative price of proposals, where the agency was not required by law or regulation to include a present value price evaluation provision in the solicitation and such an evaluation would not be beneficial to the type of lease at issue, and where the agency was not required to include the price of replication and relocation to a new facility in its evaluation of offerors’ rental prices, because it already determined the costs of relocating or remaining in the current location were approximately equal.
