Protest that agency was required to seek clarification before rejecting the protester’s proposal as technically unacceptable is denied, where the protester omitted information the agency considered a material requirement, and therefore would have needed to open discussions to allow the protester to correct its proposal, and where the agency was under no obligation to seek any clarifications at all.
