Agency Ignored Relevant Past Performance Information in Favor of Offerors’ CPARs; GAO B-414220.2, General Revenue Corporation, et al

Protests that the agency misevaluated proposals are sustained in part, where the agency ignored or discounted relevant past performance references in favor of information contained in offerors’ CPARs; where the agency unreasonably evaluated offerors’ management plans and quality control plans separately, even though the RFP provided the agency would consider these sections as a whole; where the agency’s request for offerors to describe their risk mitigation approach did not adequately inform offerors of every criteria the agency would consider during its evaluation; and where the agency engaged in disparate treatment by assigning weaknesses to the protesters’ proposals for issues that were also present, but ignored, in the awardee’s proposals; and denied in part, where the protesters failed to demonstrate they were prejudiced, notwithstanding any errors in the evaluation of their proposals.
