Protest that the agency failed to properly execute a waiver of an organizational conflict of interest is denied, where the contracting officer’s waiver decision documented the various issues raised by the protester and concluded that the differences between a previous contract and the current requirement were sufficient to mitigate the usefulness of any information gained by performance under that pervious contract.
