A Clear Vision for Official Development Assistance: Purpose, Principles, and Priorities
There are three motivations for governments to invest public money beyond their own borders, all of which remain as valid today as ever. These are: (1) to express human solidarity; (2) to address shared global challenges; and (3) to generate mutual benefits to both the giving and receiving countries.
