The Revolutionary Overhaul of FAR Part 15: A Review
Nash & Cibinic Report – We think Federal Acquisition Regulation Part 15, Contracting by Negotiation, is the single most crucial part of the regulation, because it states the rules for the selection of contractors and the pricing and formation of contracts for the most significant and essential acquisitions the Government makes. We have withheld comment on the products of the overhaulers until we could see what they did to that part. The overhaul of Part 15 has now been posted to Acquisition.gov. In this article, we will comment on the organization and content of Subparts 15.1 through 15.3, which would regulate contractor selection and contract formation.
