GAO Reaffirms Support for Existing Bid Protest Process

Greenberg Traurig – On July 22, 2025, the House Committee on Oversight and Government Reform’s Subcommittee on Government Operations held a hearing titled “Bid Protest Reform: Understanding the Problem.” The hearing focused on potential reforms described in the National Defense Authorization Act for Fiscal Year 2025,” which required GAO to submit a proposal for a “loser-pays” model for bid protests.
