Pilot Program for Anything-as-a-Service Contracts or Agreements

Section 809 of the 2024 National Defense Authorization Act required the establishment of a pilot program for “anything-as-a-service.” “Anything-as-a-service” is a model under which a technology-supported capability is provided to DoD using any combination of software, hardware, or equipment, data, and labor or services providing a capability that is metered and billed based on actual usage at fixed price units.
