Fried Frank – SBA issued a Final Rule titled “HUBZone Program Updates and Clarifications, and Clarifications to Other Small Business Programs,” which introduced changes to key parts of Title 13 of the Code of Federal Regulations, governing federal small business programs.  Certain of these regulatory changes—such as the new rules regarding the effect of mergers and acquisitions on future small business eligibility—have been widely publicized across the government contractor community.
