Transitioning Responsibly through USAID Transition Award Processes

Stopping As Success (SAS), a consortium of CDA, Peace Direct, and Search for Common Ground, recently issued Transitioning Responsibly through USAID Transition Award Processes, a document that details recommendations for prime awardees and subrecipients leading to potential transition awards. Not surprisingly, the quality of communications is key to establishing and maintaining an effective foundation.

Among the recommendations are:

• Including subrecipients in kickoff meetings with USAID
• Formalize expectations and commitments, including how feedback and adjustments will be made
• Prioritize the process and timeline for drafting transition plans
• Consider power dynamics and maintain communication with local communities and external entities

The objective of transition awards is to prepare more local organizations to apply for and successfully implement prime awards with USAID. There are no secrets or magic bullets to this process, just unrelenting effort as we’ve seen over the years.
