MFAN White Paper Makes Recommendations to Presidential Transition Teams to Strengthen USAID

The Modernizing Foreign Assistance Network (MFAN) has released a new white paper, “Building on a Legacy of Progress: Opportunities to Reform U.S. Foreign Assistance,” to the incoming presidential transition teams. The paper outlines key principles, policy priorities, and recommendations to enhance the impact of U.S. foreign assistance.

MFAN’s recommendations focus on improving coordination, creating pathways to self-reliance, catalyzing innovation, and strengthening accountability. The paper emphasizes the importance of USAID’s role as the lead development agency and cautions against proposals to transfer its authorities and programs.

By implementing these reforms, the U.S. can better address global challenges like climate change, displacement, and authoritarianism. MFAN will release a more detailed roadmap early next year to guide the new administration and Congress.
