Protester Claimed Agency’s Failure to Implement Corrective Action Justified Reimbursement of Costs. Why Didn’t GAO Agree?

When an agency fails to implement corrective action, and the protester has to file a second protest to address the same procurement flaw, GAO will recommend reimbursement of protest costs even if the agency took timely corrective action in response to the second protest.
