In response to a recent federal district court order enjoining the Small Business Administration from using the rebuttable presumption of social disadvantage when administering its 8(a) Business Development program, William Clark, director of the General Services Administration Office of Governmentwide Policy, authorized agencies to issue class deviations to implement SBA's guidance in light of the injunction.
