Russian Hackers are a Mix of State and Independent Agents

Mieke Eoyang, deputy assistant defense secretary for cyber policy, warns that although many Russian hackers are working under the direction of the Russian government, some have since gone into business for themselves or joined independent criminal enterprises, for their own personal enrichment.
