2019 Annual Review Preview – Bid Protests Panel
The countdown has begun to PubK’s 2019 Annual Review! On December 12, 2019, more than 2 dozen of the top minds in government contract law will convene to discuss the year’s hottest topics and emerging trends for 2020.
This year’s event is our biggest ever and will be broadcast free to the public. PubK members also can earn free CLEs for participating in the forum.
Our day will begin with a panel discussion on the year’s most important bid protest cases. Our panel of experts includes a top official from GAO and a trio of attorneys with experience in multiple fora litigating and defending against bid protests.

Kenneth E. Patton is a Managing Associate General Counsel in GAO’s Office of General Counsel, where he oversees GAO’s bid protest function and is responsible for leading and managing the attorneys and administrative staff responsible for resolving bid protests filed at GAO. Ken previously worked for the Office of General Counsel for HHS, and as an active duty Army Judge Advocate. |

Kevin P. Mullen is Co-chair of Morrison & Foerster’s Government Contracts & Public Procurement practice. Over the course of his 30-year career, Kevin has handled more than 250 bid protest cases, representing both protesters and contract awardees before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, federal district courts, and state protest forums. |

Amy Laderberg O’Sullivan is a partner in Crowell & Moring’s Washington, D.C. office, and a member of the Steering Committee for the firm’s Government Contracts Group. She has represented corporate clients in bid protests, size and status protests before the U.S. Small Business Administration, and claims litigation. |
