Viewpoint: Interior Secretary’s Move to “Enhance” Ethics Could Legitimize Bad Behavior

Liz Hempowicz of the Project On Government Oversight warns that, rather than addressing the underlying conditions that allowed a steady stream of “lapses in ethical behavior” at the top levels of the Department of the Interior, the agency appears to be shuffling agency ethics personnel around so they all report to an office whose mission is to protect the agency from legal liability.
