Luke Hillier, majority owner and former CEO of Virginia defense contractor ADS, Inc., has agreed to pay $20 million to settle whistleblower allegations that he violated the False Claims Act, by fraudulently obtaining federal set-aside contracts reserved for small businesses, by representing that ADS qualified as one.
