Protest challenging the agency’s evaluation of a vendor’s labor categories is denied, where the agency reasonably concluded that the labor categories in the protester’s FSS contract did not encompass the experience requirements of the staff positions and where the agency was not required to allow offerors the chance to demonstrate how their staffing plan met the requirements, when this information was not in the proposal itself.
