VA Class Deviation Requires Rule of Two Analysis Before Purchase from FPI, AbilityOne

VA has issued a class deviation clarifying that agency contracting officers must first determine whether a contract should be set aside for veteran-owned small businesses or service-disabled veteran-owned small businesses, prior to conducting a procurement through Federal Prison Industries or the AbilityOne program.
