Request that GAO recommend the agency reimburse the protester’s costs is granted, where the record contained no evidence the agency considered potential organizational conflicts of interest, despite the agency’s conclusion that the nature of the work created inherent OCIs for whichever offeror won the contract and its findings that none of the offerors had addressed the potential OCI in their quotations.
