Protest challenging the exclusion of a quotation from a two-phased competition for the establishment of a blanket purchase agreement is denied, where the solicitation specifically informed vendors that the agency would first evaluate pricing quotations and eliminate any that were not found to be among the most competitive, and where the protester’s pricing quotation did not provide the information required by the solicitation and the agency was not required to hunt for this information in other areas of the proposal.
