Protest challenging agency’s technical evaluation is denied, where the agency reasonably considered the experience gained by the awardee as a member of a joint venture, even though the JV itself was not the offeror, and where the protester was not prejudiced by any minor errors in the past performance evaluation, because lowering the awardee’s ratings from “very relevant” to “relevant” would not have diminished the overall quality of its proposal enough to allow the possibility that the protester’s lower-rated and higher-priced proposal would have been selected for award.
