Appeal of the area office’s determination that the awardee is an eligible small business for the subject procurement is denied, where the awardee was not unusually reliant on its subcontractors in violation of the ostensible subcontractor rule, and where the area office properly concluded that two of the four proposed subcontractors were similarly situated entities, and aggregated the work they were proposed to perform with the work proposed for the prime contractor.
