Protests of an agency’s past performance evaluations are denied, where the agency reasonably evaluated the separate past performance of joint venture partners against the technical criteria and the work for which each was proposed; and where the solicitation did not require that any business entity performing five percent or more of the work be named as a subcontractor for purposes of considering past performance.
