Protest challenging the agency’s evaluation of proposals under the past performance and technical factors is denied, where the agency reasonably considered adverse information about the awardee’s past performance in addition to significant positive information and where the agency was not required to give the protester’s past performance a higher rating merely because it had more positive CPARS ratings.
