Proposed Shift for Small Arms Export Controls from State Department to Commerce Department Authority

The White House has announced a plan to transfer control over the export of small arms from the State Department’s International Traffic in Arms Regulations to the typically less-stringent Commerce Department’s Export Administration Regulations.
