Protest challenging the agency’s upward adjustment to the protester’s costs is sustained in part, where the agency’s two separate adjustments and double counting of costs prejudiced the protester, and denied in part, where the agency’s adjustments for unrealistically low labor costs were reasonable and relied on Bureau of Labor Statistics data, which reflected the minimum rate the agency could expect to pay.
