Protest challenging the evaluation of the protester’s proposal is denied, where the protester’s organizational and management process charts were poorly written and failed to adequately convey the protester’s ability to deploy personnel and equipment; the proposal contained contradictory information about the protester’s approach to purchasing and delivering construction materials; and the protester failed to describe the roles and responsibilities of each of the joint venture partners.
