Protest alleging the agency failed to analyze awardee’s potential organizational conflicts of interest is denied where the record shows the agency conducted a comprehensive review of potential OCIs before and after award; and protest of the agency’s risk evaluation under non-cost/price factors is denied, where the protester’s proposal failed to provide sufficient detail to support its exceedingly low staffing; and protest that the best value determination was unreasonable is denied, where the agency had no reliable basis to adjust the most probable cost of protester’s proposal to use in the tradeoff.
