Protests arguing the agency failed to allow offerors to make oral presentations and failed to engage in discussions is denied, where the solicitation provided the agency would do so only if it established a competitive range, which it declined to do; and protest challenging the agency price realism analysis of the awardee’s pricing is denied, where the agency reasonably considered whether the proposed pricing reflected the proposed technical approach, and where the awardee’s lower pricing did not automatically render it unrealistic; and protest that offerors were not competing based on a common understanding of the requirements is denied where protester cannot identify any vague or misleading solicitation provisions that would cause such a misunderstanding.
